The Teachers Service Commission (TSC) has issued a stern warning to school heads over non-compliance with safety regulations in their institutions.
In a circular dated September 13, 2024, TSC CEO Nancy Macharia expressed concern that some school heads have failed to implement the Safety Standards Manual for Schools, a critical policy document aimed at ensuring the welfare and safety of students.
“This is in line with the provisions of the Code of Regulations for Teachers and the Code of Conduct and Ethics,” Macharia emphasized.
She also pointed out that some school administrators have been lax in enforcing government-issued safety circulars.
Macharia directed all school heads to strictly adhere to the guidelines set out in the Safety Standards Manual and relevant circulars. She emphasized the importance of enhancing student supervision to detect and address cases of indiscipline or unrest promptly.
“The Commission shall take firm disciplinary action against those found to have flouted the guidelines stipulated in the Manual, in accordance with the provisions of the Code of Regulations for Teachers and the Code of Conduct and Ethics,” said Macharia.
Additionally, she urged school leaders to collaborate with law enforcement agencies in investigating incidents of arson or student misconduct, with the goal of recommending appropriate administrative and legal actions against the perpetrators.
School heads were also instructed to work closely with Ministry of Education officials and National Government Administration Officers to ensure safety standards are maintained in schools.
“To this end, together with the Deputy Heads of Institution and Senior Masters in charge of boarding programmes, you are required to be vigilant and remain in school at all times to ensure learners’ safety,” Macharia added.
The TSC’s warning follows a tragic dormitory fire at Endarasha Hillside Academy that claimed the lives of 21 male students. The cause of the fire is still under investigation.
Recent reports have also highlighted a spike in school fires across several counties, including Meru, Nairobi, Busia, West Pokot, and Isiolo.
