Ruto Promotes Isaac Mwaura, Appoints Charles Owino as New Government Spokesperson

President William Ruto has promoted and redesignated Government Spokesperson Isaac Mwaura as the Head of the Office of Diversity, Inclusion and Disability Rights in the Executive Office of the President.

The changes are contained in Presidential Action No. XI of 2026, released on Tuesday by Chief of Staff and Head of the Public Service Felix Koskei, as part of a wider reorganisation of senior government positions.

According to the statement, the Public Service Commission approved Mwaura’s promotion and redesignation.

“Isaac M. Mwaura – Promoted and redesignated as Head of the Office of Diversity, Inclusion and Disability Rights, Executive Office of the President,” the statement reads.

Mwaura’s appointment forms part of a series of changes announced by the Presidency, including nominations to fill vacancies in constitutional commissions and statutory bodies, as well as promotions and redeployments within the Executive.

The reshuffle also affects the position of Government Spokesperson.

Charles Owino Wahong’o has been redeployed from the Ministry of Information, Communications and the Digital Economy, where he has been serving as Acting Head of Government Communications, and appointed as the new Government Spokesperson in the Executive Office of the President.

“Charles Owino Wahong’o – Redeployed from the Ministry of Information, Communications & The Digital Economy as the acting Head of Government Communications and appointed as the Government Spokesperson, Executive Office of the President,” the statement says.

Mwaura has served as the Government Spokesperson, a role that involved communicating government policies, addressing public concerns and providing official updates on behalf of the Kenya Kwanza administration.

In his new position, he will oversee government policies and programmes aimed at promoting diversity, inclusion and disability rights within the Executive Office of the President.

The appointments take immediate effect following approval by the Public Service Commission.
