Mystery Deepens as Kenya Deports Second Senior Somali Official in Four Weeks

Nairobi, Kenya – July 31 2026 (EAT) — A second senior Somali government official has been turned away at Jomo Kenyatta International Airport (JKIA) in less than a month, raising fresh questions over security screening, diplomatic travel documents, and a pattern that Kenyan authorities are yet to fully explain.

The latest official to be denied entry is Abshir Mohamed Ahmed, popularly known as Abshir Bukhaari, a State Minister in the Office of Somali President Hassan Sheikh Mohamud.

According to multiple media reports, Bukhaari arrived in Nairobi from Mogadishu on Sunday before officers from the Directorate of Immigration Services and Kenya’s Anti-Terrorism Police Unit (ATPU) intercepted him during immigration clearance.

He was later placed on a return flight to Mogadishu.

While Kenyan authorities have not publicly issued a detailed statement explaining the decision, security sources quoted by regional media claim immigration officers questioned travel documents found in Bukhaari’s possession.

A Familiar Pattern Emerges

Bukhaari’s deportation mirrors another high-profile incident that occurred only weeks earlier.

In late June, Somalia’s Second Deputy Prime Minister Jibril Abdirashid Haji was also denied entry into Kenya before being deported to Mogadishu.

Regional media reported that immigration officers questioned an additional Kenyan passport allegedly found in his possession alongside his Somali diplomatic passport.

Kenyan authorities have not publicly released investigation findings regarding either incident, while the Somali government has yet to provide a detailed explanation addressing the similarities between the two cases.

The recurrence of nearly identical circumstances has now placed the spotlight on what appears to be an emerging pattern rather than an isolated immigration dispute.

ATPU’s Role Raises New Questions

Perhaps the most intriguing aspect of both incidents is the involvement of the Anti-Terrorism Police Unit (ATPU).

Ordinarily, immigration matters involving documentation are handled by immigration officers.

However, in both cases, ATPU officers reportedly participated in the screening process, suggesting Kenyan security agencies may have considered the matters to extend beyond routine immigration procedures.

Kenyan authorities have not publicly disclosed why ATPU officers were involved, nor have they announced any criminal charges against either official.

Cash Allegations Remain Unverified

Regional broadcaster Kaab TV, citing unnamed security sources, reported that Bukhaari was carrying cash that allegedly attracted the attention of investigators.

However, neither the Kenyan government nor any investigative agency has publicly confirmed the amount allegedly recovered or announced any criminal investigation arising from the incident.

Similarly, no court documents available to the public link Bukhaari to terrorism financing, money laundering or any other criminal offence in Kenya.

Bukhaari has not publicly responded to the reports, while Villa Somalia has remained silent on the allegations.

Diplomatic Silence as Tensions Grow

The latest deportation comes at a delicate moment in Kenya-Somalia relations.

Only days before the first deportation, Somali President Hassan Sheikh Mohamud had held bilateral discussions with President William Ruto aimed at strengthening cooperation between the neighbouring countries.

The subsequent removal of two senior Somali officials within weeks has fuelled speculation about tensions behind the scenes.

Following the earlier deportation, Somalia reportedly summoned Kenya’s ambassador for consultations, although neither government has publicly indicated any breakdown in diplomatic relations.

Political Claims Add Another Layer

The deportation has also attracted political commentary in Somalia.

Somali MP Abdillahi Hashi Abib, a vocal government critic, has publicly linked Bukhaari to wider allegations involving corruption and financial misconduct.

However, Abib’s claims have not been supported by publicly available court records or official findings from Kenyan or U.S. authorities.

Likewise, there is currently no public court filing connecting Bukhaari personally to the large-scale Feeding Our Future fraud investigations in the United States.
