Jacobs Fikirini has apologized to the family of Cecil Ouma following the fatal shooting involving members of his security detail and says he is fully cooperating with investigators.
In a statement issued on July 2, Fikirini expressed sorrow over the incident and extended his condolences to Ouma’s family, friends and loved ones, describing the death as a tragic loss.
“I am deeply saddened by this tragic loss of life and extend my heartfelt condolences to the family, friends and loved ones of Cecil Ouma.”
PS Says He Has Recorded Statement
Fikirini said he has already recorded a statement with the police and pledged full cooperation with investigators to ensure the circumstances surrounding the incident are thoroughly established.
According to the Principal Secretary, seven people, including two officers attached to his office, have also recorded statements and are assisting detectives with the ongoing investigations.
“I have already recorded my statement with the investigating agency, and seven people, including two officers from my office, have also provided their accounts to aid the investigation.”
He added that his office remains ready to support investigators and ensure due process is followed.
Calls for Accountability
The PS described Ouma’s death as a painful and unfortunate incident, saying no family should have to endure such a tragedy.
He emphasized that no young person should lose their life under such circumstances and expressed hope that the investigation would establish the facts and ensure accountability.
Fikirini reiterated his commitment to supporting the inquiry so that anyone found responsible is held accountable in accordance with the law.
Family Alleges Dispute Over Transport Refund
Ouma’s family has alleged that the incident followed a disagreement over transport reimbursement after a government youth event.
According to the family, Ouma had been tasked with mobilizing young people to attend the function. After the event, he reportedly approached the PS’s vehicle seeking reimbursement for transport expenses incurred by the youths.
His brother, Jeff Otieno, claimed Ouma was initially given KSh10,000, but the youths considered the amount inadequate and urged him to return to the PS to seek additional funds.
The family alleges that Ouma approached the vehicle again as it was leaving the venue, after which the fatal incident occurred.
His body was later moved to the mortuary, while police continue investigating the circumstances that led to his death.
