Four suspects linked to sim swap fraud charged with robbery with violence

Four individuals allegedly connected to a sim swap syndicate operating in the country found themselves facing charges of robbery with violence on Friday.

Kevin Kiplang’at Maritim, also known as Elvis Chepkosa, was apprehended on Wednesday, along with his associates Hillary Muge, Emmanuel Tonui, and Evans Kiprotich Chirchir, alias Protio, in Bomet. They were arraigned in Kericho soon after.

Upon appearing in court, they all pleaded not guilty to the charges of robbery with violence. Each was granted release on a Sh1 million bond, with two sureties required to post Sh500,000 each.

The allegations stem from an incident on December 28, 2023, in Upper Hill Estate, Bureti Sub County, Kericho County. It’s claimed they, along with others not present in court, used weapons, including pistols, to forcefully take Wesley Kipngenp Tanui’s Toyota Fielder, valued at Sh1,520,000, along with Sh150,000 in cash, totaling Sh1,670,000. Violence was purportedly used during or immediately after the robbery.

Authorities assert that Chepkosa is the ringleader of the notorious Mulot sim swap syndicate. His arrest on February 13, 2024, by officers from the Directorate of Criminal Investigations (DCI) led to a subsequent application for extended detention, which was granted.

Chepkosa and his alleged accomplices were presented in court on February 20 and remanded for two weeks while awaiting a bail hearing.

According to law enforcement, the 31-year-old has been at the helm of a group primarily comprised of young individuals from Bomet County, engaging in a form of fraud known as social engineering or “vishing.” This tactic involves extracting personal details from victims to execute sim swaps, enabling access to mobile wallets and bank accounts for monetary gain.

Chepkosa purportedly adopted this criminal enterprise around 2014, learning the trade from a fellow cybercriminal who acquired the technique while incarcerated at Naivasha Maximum Prison. He is accused of actively recruiting and training young locals in social engineering and sim swapping, contributing to the proliferation of such activities in Mulot, where it’s believed nearly every household harbors at least one individual involved in sim swapping.

The syndicate’s network reportedly extends to influential institutions such as banks, with insiders providing vital information like dates of birth to facilitate their operations. Allegations also suggest collusion with local law enforcement, affording protection and intelligence on impending raids from external agencies, resulting in members evading arrest or being released under unclear circumstances.

During periods of reduced sim swap activity, the group allegedly resorts to carrying out robberies across Bomet, Kericho, and Nakuru Counties, as indicated by police investigations.

The syndicate’s ostentatious display of wealth on social media platforms like TikTok serves to lure more youth into their illicit activities, exacerbating the societal impact of their criminal enterprise.
