Agriculture Cabinet Secretary Mutahi Kagwe has emerged as the highest-rated member of President William Ruto’s Cabinet, according to a new Ipsos survey that assessed public perception of government performance across the country.
The poll awarded Kagwe an approval rating of 86 percent, placing him at the top of the rankings among Cabinet Secretaries. The survey evaluated ministers based on service delivery, leadership, accountability, and the implementation of government policies.
Coming in second was Energy Cabinet Secretary Opiyo Wandayi with an approval rating of 82 percent, followed by Public Service Cabinet Secretary Geoffrey Ruku at 79 percent.
ICT Cabinet Secretary William Kabogo secured fourth position with 76 percent approval, while Defence Cabinet Secretary Soipan Tuya rounded out the top five with a 72 percent rating.

What the Survey Measured
According to Ipsos, the study sought to gauge how Kenyans view the performance of senior government officials responsible for implementing national development programmes and delivering public services.
The survey noted that Cabinet Secretaries are increasingly judged not only by the policies they formulate but also by their ability to deliver tangible results that positively impact citizens’ lives.
Factors such as responsiveness, efficiency, innovation, leadership, and accountability within government ministries were key considerations in determining the rankings.
Nationwide Poll Coverage
Ipsos conducted the survey across all 47 counties, covering both urban and rural populations to ensure broad national representation.
The poll sampled 3,251 registered voters aged 18 years and above, providing insights into public sentiment regarding the performance of President Ruto’s Cabinet and the effectiveness of government service delivery.
