Settling in: Moses Kuria unveils 10-point strategy

Moses Kuria, the newly appointed Cabinet Secretary for Public Service, Performance, and Delivery Management, has unveiled a comprehensive 10-point strategy aimed at revitalizing and improving service delivery throughout the country.

In a statement shared on a government platform, Kuria outlined a series of initiatives designed to enhance government accountability and improve services to the public.

One key initiative is the introduction of “Wajibika Town Hall Forums,” a collaborative effort involving all ministries and every county to promote government accountability at the local level.

Another major step is the development of a digital tool to monitor the performance contracts, project deliveries, and individual performance of over 90,000 public servants. The findings will be made available to the public on a monthly basis, increasing transparency and oversight.

The strategy also includes the implementation of a digital Ombudsman tool, known as “Pasha,” which will allow the public to report cases of denied or poor service by national and county government institutions. These incidents will be made available for public and media scrutiny.

Furthermore, the CS aims to transform the National Youth Service (NYS) into a beacon of hope for young people. It will serve as a mandatory leadership college for those entering public service and disciplined forces.

The NYS will also become the preferred contractor for national and county governments, as well as the private sector both within Kenya and abroad. The plan involves recruiting 100,000 youths directly each year, creating an ecosystem of one million indirect jobs.

Kuria has set his sights on making Kenya a thought leader in governance by converting the Kenya School of Government into the African School of Government.

This institution will take the lead in addressing emerging issues such as climate action and green finance, impacting the entire African continent.

To modernize the public service, the CS plans to replace older public servants with young Kenyan talent, maintaining an 80:20 ratio between technical staff and support staff.

Furthermore, a digital, transparent, and verifiable hiring tool will be introduced, giving every Kenyan, regardless of their social, economic, or political status, the opportunity to work for the government. This tool will distribute available opportunities across the country, emphasizing inclusivity and equal access to government positions.

The CS also encourages the private sector and overseas recruiters to use this transparent platform for job placements and internships, embracing the principle of “Jobo Bila Connection” (Jobs Without Connections).
