A delegation from Haiti, led by the Director General of the Haitian National Police, Frantz Elbe, has arrived in Nairobi for a three-day fact-finding mission.
The visit aims to understand the operations of the Kenyan police force and assess their preparedness for deployment to Haiti as part of the Multinational Mission to Support Security (MSS).
The Haitian delegation met with Kenya’s Inspector General of National Police Service, Japhet Koome, on December 13th, 2023. The official statement from the IG’s office confirmed the visit’s purpose:
“The Haitian Police Chief is on a three-day official visit to Kenya for bilateral security discussions between the two law enforcement agencies.”
Sources familiar with the matter indicate that this visit is part of the preparation for deploying over 1,000 Kenyan police officers to join a 3,000-strong force bound for Port-au-Prince. This multinational mission was approved by the United Nations two months ago.
The initial deployment is planned to send around 300 officers by February 2024.
This follows a recent visit by a Kenyan delegation to Haiti on December 5th, where they met with local authorities and Prime Minister Ariel Henry.
The Haitian government has stated that a delegation from the Ministry of Justice and Public Security and the NPH will soon travel to Nairobi to further prepare for the arrival of the MSS.
This collaboration between Kenya and Haiti highlights the ongoing efforts to address the security challenges in Haiti.
The deployment of the MSS is intended to provide support to the Haitian National Police and restore stability to the country.
