Major changes announced in NYS procurement department

James Tembur, the Director General of the National Youth Service (NYS), has initiated significant changes within the procurement department, resulting in the reassignment of top managers.

Outlined in a notice dated April 2, Tembur mandated the affected officers, ranging from Senior Superintendent (SSP) to Inspector (IP), to assume their new roles by April 12.

He emphasized the urgency of the changes, stating, “The affected officers should be released to report to their new stations immediately, in any case not later than Friday, April 12, 2024.”

The reassignments entail a reshuffle of key personnel across various NYS units. Among the notable transfers are Joram Odinga, recalled to the NYS Procurement Administration (NYSPA) from the Kisumu Field Unit, and Peter Kiogothi, moving from the Tana Basin Road Project (TBRP) to the Materio Training Base (MTB) for deployment.

Additionally, Jane Rugut transitions from NYSPA to Turbo as the head of procurement, while David Mbogo assumes the role of head of procurement at the Nairobi Holding Unit (NHU), relocating from NYSPA.

Lucy Manene is appointed as the deputy head of procurement at NYSPA, transferring from NYS headquarters, and Yvone Cherotich takes over procurement at the NYS Engineering Institute, moving from the Vocational Training Institute (VTI).

Robert Osiro relocates from NYS headquarters to TBRP as the head of procurement, marking a series of strategic changes within the procurement division.

The restructuring extends beyond managerial roles, with Judy Muigai appointed as the head of procurement at VTI, Abija Karanja taking charge at Tumaini from the National Youth Service Technical Training Institute (NYSTTI) in Naivasha, and Patrick Nyaga assuming duties at NHU in Yatta.

Further adjustments include Hellen Kola’s appointment as the head of procurement at Mavoloni from NYSPA, Reuben Kotut’s relocation to NYSTTI to head procurement, and Phabian Wakhungu’s transfer to Kisumu in a similar capacity from NHU. Kenneth Kiprono is designated as the deputy in charge of procurement at TBRP, moving from MTB.

Also affected in the deployment is Mercy Kariuki from NHU who has been recalled to the headquarters, Bravin Baraza to NHU from Mavoloni, Rose Akello from MTB to VTI, Eliud Wachira who moves from VTI to MTB and Esther Wanjiru from NYSPA also to headquarters.

Some 15 other officers will, however, remain in their stations.

The notice has been copied to Regional and County Commanders and the Director of Supply Chain Management.
