Biden to host President Ruto for talks on debt relief and global issues

This week, U.S. President Joe Biden will welcome Kenyan President William Ruto for extensive discussions anticipated to cover debt relief for Kenya, as well as the situations in Haiti, Ukraine, Sudan, and other global hotspots.

Kenya is currently facing severe liquidity challenges. A senior administration official told Reuters that the United States is urging major creditor nations, particularly China—Kenya’s largest creditor—to provide debt relief.

“We think it’s essential that responsible debtors provide reprieves for countries like Kenya, whether that’s by debt service suspensions or via new grant assistance,” the official stated.

Washington is also advocating for international financial institutions to offer low-cost financing to Kenya and other nations.

Significant joint announcements regarding debt relief are expected during President Ruto’s state visit. These measures aim to help Kenya address its debt crisis. The visit underscores Washington’s efforts to counter China’s growing influence in Africa.

U.S. Treasury Undersecretary Jay Shambaugh recently cautioned China and other creditors against “free-riding” by continuing to collect debt payments without extending further loans. This highlights the frustration among Western countries and debtor nations over Beijing’s slow debt restructuring efforts.

Eric LeCompte, executive director of Jubilee USA Network, noted the broader implications of Ruto’s visit.

“When Ruto speaks, he’s really speaking for Africa. And given that President Biden hasn’t had the chance to visit Africa yet, this meeting is not only about Kenya, it’s really about sub-Saharan Africa as a whole,” LeCompte explained.

Last month, at a meeting hosted by Ruto, African leaders urged wealthy nations to make record contributions to the World Bank’s International Development Association, which provides low-interest financing for development and climate change initiatives.

The official indicated that Biden and Ruto will also discuss security cooperation, expanding the U.S.-Kenyan relationship from regional efforts to a broader global partnership. They will address issues in Haiti, Ukraine, Sudan, and other areas of concern. Kenya had previously agreed to fast-track the deployment of police officers to Haiti to address escalating violence but paused this deployment in mid-March.

Biden and Ruto are expected to hold a joint news conference after their discussions on Thursday, followed by a state dinner. This visit is poised to signal important shifts in U.S. policy towards Africa and strengthen bilateral relations between the United States and Kenya.
