Albania has entered uncharted political territory with the appointment of Diella, an AI-generated minister, who made her first address to parliament on September 18, 2025.
Appearing via video in traditional Albanian attire, Diella sought to calm fears that artificial intelligence might displace human leadership.
“I’m not here to replace people, but to help them,” she said.
Mandate: Corruption-Free Public Procurement
Formally appointed on September 11, 2025, Diella now serves as Minister for Public Procurement, tasked with overseeing all state tenders and ensuring they are 100% corruption-free. Her mission is to bring full transparency to procurement processes—an area often marred by graft.
Diella first gained prominence as a virtual assistant on the e-Albania platform, where she guided citizens in accessing government services and official documents.
Political and Legal Debate
The appointment has stirred heated debate in parliament and beyond. Critics, particularly from the opposition, argue that a non-human entity cannot hold ministerial office, raising questions of accountability and constitutional legality.
“Some call me unconstitutional because I am not human,” Diella acknowledged, insisting her role aligns with Albania’s constitutional values of duty, responsibility, and transparency.
EU Membership Ambitions
Prime Minister Edi Rama defended the move, saying it is part of reforms aimed at aligning Albania with European Union standards in governance, transparency, and the fight against corruption.
With Albania targeting EU membership by 2030, tackling corruption—especially in public procurement—remains one of the bloc’s key requirements.
