San Bruno, California, October 29, 2025 — YouTube has announced new rules limiting violent video game footage, adding age restrictions for videos that depict graphic violence involving realistic human characters.
The updated policy, which takes effect on November 17, will apply to scenes showing torture, mass killings, or detailed human suffering where the visuals are highly realistic.
Narrower Exemptions for Video Game Violence
In the past, YouTube treated in-game violence more leniently than real-world footage, assuming that fictional content posed less harm. That’s now changing.
Under the new rules, platforms will age-restrict videos that contain prolonged or close-up depictions of realistic violence—especially when non-combatant humans are the victims.
YouTube explained that its review process will consider how long the violent act lasts, how detailed the imagery is, and whether the scene is central to the video.
Short or stylized game scenes—like battles in Fortnite or Call of Duty—are unlikely to face restrictions. However, creators who focus heavily on realistic gore or suffering could see their content marked for mature audiences.
Guidelines for Creators
The company is advising creators to blur or obscure graphic moments and to avoid using violent thumbnails or titles that exaggerate brutality.
YouTube’s official blog says the changes are meant to protect younger viewers as modern games become more lifelike and immersive. Studies by the Entertainment Software Rating Board (ESRB) show that realistic game violence can have a stronger emotional impact on minors.
A spokesperson told The Verge that YouTube’s priority is to “balance creative freedom with user safety.”
Gambling and Digital Goods Also Targeted
YouTube is also tightening its stance on gambling-related content. Videos that promote online betting through NFTs, in-game skins, or digital goods will face new restrictions.
Additionally, content that mimics casino games—such as slot machine simulations or loot box openings—will be limited to adult audiences only, similar to policies on Twitch.
