The Social Health Authority (SHA) has shortlisted 12 candidates for the position of Chief Executive Officer (CEO), a role that will be instrumental in navigating the transition from the National Health Insurance Fund (NHIF) to the Social Health Insurance Fund (SHIF) under the Social Health Insurance Act of 2023.
Among the shortlisted candidates is Mercy Mwangangi, a former Chief Administrative Secretary (CAS) at the Ministry of Health, known for her significant contributions to Kenya’s COVID-19 response. She has a background in health economics and policy.
Also in the running is Robert Mbarani Ingasira, the current acting CEO of SHA. Previously serving as the Director of Financial Services at the authority, he has played a key role in overseeing health financing and policy implementation.
Other notable candidates include:
- Serem Kimutai Edward, a former Director of Medical Services with expertise in clinical medicine and public health administration.
- Agrippina Njoki Fernandes, who has led multiple healthcare projects focused on service delivery improvements, particularly in underserved areas.
- Musa Nyandusi Lwegado, known for his extensive experience in community health and primary healthcare services in rural regions.
Challenges Awaiting the New CEO
The incoming CEO will face significant challenges as SHA struggles with technical failures, public confusion, and legal battles over the implementation of SHIF. Issues such as claims processing delays, biometric system failures, and out-of-pocket payments by frustrated citizens have slowed down the transition.
Additionally, the SHA has faced court orders halting parts of its implementation due to concerns over public participation and legal legitimacy. The new CEO will be expected to restore public trust and ensure a smooth transition to SHIF.
Requirements for Shortlisted Candidates
Candidates must present their original national identity cards, academic and professional certificates, and valid clearances from institutions such as:
- Higher Education Loans Board (HELB)
- Kenya Revenue Authority (KRA)
- Directorate of Criminal Investigations (DCI)
- Ethics and Anti-Corruption Commission (EACC)
Those with foreign degrees must provide recognition letters from the Commission for University Education (CUE).
The SHA has also invited the public to submit any adverse information about the shortlisted candidates by April 4, 2025, through its headquarters in Nairobi or via email.
