A former police officer, Wilfred Kibichy Too, has been sentenced to 45 years in prison after the High Court sitting in Lodwar found him guilty of the murder of Susan Nasiru Emure. The incident occurred on January 12, 2021, in Kakong area, Kainuk Division, within Turkana South Sub-County.
The prosecution, led by the Senior Assistant Director of Public Prosecutions and In-Charge of Turkana County, Edward Kakoi, presented seven witnesses who testified in support of the case. According to court proceedings, Too—who at the time was attached to Kakong Police Post—committed the offence after a confrontation at a local bar owned by the victim.
The court heard that Too had gone to the bar, consumed alcohol, and then refused to pay his bill. A heated argument broke out between him and Susan, during which she reportedly struck him on the head, causing a bleeding injury.
Angered by the altercation, Too left the bar, went to his house, retrieved his service firearm, returned to the premises, and fired multiple rounds at the woman, killing her on the spot.
Justice Reuben Nyakundi, in delivering the sentence, remarked:
“Were it that in Kenya the death sentence was carried out, I would have sentenced him to death.”
The court found that there was sufficient evidence proving premeditation and malice aforethought, concluding that the murder was deliberate and avoidable. The 45-year sentence marks a strong stance against extrajudicial killings and abuse of authority by law enforcement officers.
