Nairobi Governor Johnson Sakaja has reshuffled his Cabinet, making immediate changes affecting 10 County Chief Officers in a move he says aligns with Section 45(5) of the County Government Act, 2012.
In a notice released on Tuesday, November 18, Sakaja announced that Chief Officer Geoffrey Mosiria has been moved from the Environment docket and will now head the Citizen Engagement and Customer Service department.

The Environment department will now be led by Hibrahim Otieno, who previously served in the Medical Facilities docket.

Key Shifts in the New Restructure
The wide-ranging changes saw several officers reassigned across multiple sectors:
- Godfrey Akumali moves from Business and Hustler Opportunities to Housing and Urban Renewal.
- Tony Michale Kimani, who led Social Services, will now head Social Services and Estate Management.
- Lydia Mathia, previously the Chief Officer for Housing and Urban Renewal, shifts to the Business and Hustler Opportunities docket.
- Sande Oyolo moves from Digital Economy and Startups to Medical Facilities.
- The Digital Economy and Startups docket will now be led by Wilson Gakuya, formerly of Smart Nairobi.
- Mache Waikenda leaves the Mobility sector to head Mobility and AG ICT Infrastructure.
- Clement Rapudo transitions from City Culture, Arts and Tourism to Smart Nairobi.
- Zipporah Mwangi moves from Citizen Engagement and Customer Service to the City Culture, Arts and Tourism docket.
