The Principal Secretary for Housing and Urban Development, Charles Hinga, has asked Parliament to approve an additional Ksh 150 billion to bridge a major funding gap in Kenya’s Affordable Housing Programme.
Speaking before the National Assembly Housing Committee, Hinga warned that current budget allocations are insufficient to sustain the government’s nationwide housing delivery targets.
Affordable Housing Programme Needs Ksh 228 Billion
According to the Housing PS, the programme requires approximately Ksh 228 billion to remain on track and meet implementation timelines across the country.
He noted that while Ksh 50.6 billion has already been allocated in the 2026/27 financial year, the amount may not be enough to maintain momentum unless Parliament approves more funding and alternative financing models.
Concerns Over Slowed Implementation
Hinga cautioned lawmakers that without additional resources, ongoing and planned housing projects could experience delays.
The Affordable Housing Programme is one of the government’s flagship initiatives aimed at increasing access to decent and affordable homes while also creating employment opportunities within the construction sector.
Parliament to Review Funding Request
The National Assembly Housing Committee is expected to review the request as part of broader budget deliberations for the upcoming financial year.
The proposal comes amid growing debate over the financing structure of the housing programme and concerns from critics regarding affordability, taxation, and long-term sustainability.
