Nairobi, Kenya — The Independent Policing Oversight Authority (IPOA) has launched investigations into claims that two police officers assaulted and tortured a businessman in Eastleigh, Nairobi, after he refused to pay a Ksh10,000 bribe.
The victim, Ahmed Abdi Hassan, alleges that on July 26, 2025, constables identified as Liban and Osman physically attacked him at his business premises, which operates as a barber and entertainment shop. He reported the matter to IPOA on August 4, accusing the officers of physical and mental torture, death threats, abuse of power, and illegal detention.
Incident Captured on CCTV
According to Ahmed, the ordeal began when the officers summoned him to his shop and demanded the cash. Upon his refusal, they allegedly assaulted him, leaving him seriously injured.
The incident was reportedly captured by CCTV cameras, clearly showing the two officers committing the offences. The footage, which IPOA has obtained as evidence, shows the officers arriving at the premises around 8 p.m. in a white Nissan Wingroad, accompanied by a female colleague.
Police Oversight Action
IPOA officials questioned the businessman on Thursday to collect detailed evidence for the ongoing probe. If found guilty, the implicated officers could face disciplinary action, criminal charges, or both, in accordance with Kenyan law on police misconduct.
