Nairobi, Kenya – November 11, 2025: A 75-year-old woman has been charged with conspiring to defraud former Nairobi Deputy Governor Agnes Kagure of a prime piece of land. The land valued at Sh200 million is located along Jogoo Road.
The accused, Ruth Wambui Kimani, appeared before Senior Principal Magistrate Rose Ndobi. She denied all charges of conspiracy to defraud and forgery.
According to the charge sheet, Kimani allegedly conspired with others not before the court to defraud Kagure of her property, L.R No. 209/4843/10 (IR No.15372), measuring approximately 0.3252 hectares. The disputed land is among the high-value real estate properties in Nairobi.
Forged Identity Card Allegation
Prosecutors allege that Kimani forged an Identity Card (Serial No. 230624436) in the name of Francis Kimani Mungai, purporting it to be a valid document from the National Registration Bureau — a fact she allegedly knew to be false.
The court heard that the forged document was used to facilitate a fraudulent transfer of ownership of the contested parcel. The accused faces multiple charges under Kenya’s Penal Code for conspiracy to defraud and making false documents.
Defense Cites Age and Health
Through her lawyer, Kimani pleaded for lenient bail terms, citing her advanced age and deteriorating health. The court was told she suffers from diabetes and high blood pressure, and that she is the administrator of her late husband Kimani Mungai’s estate.
Her counsel also informed the court that the disputed property is already the subject of an ongoing civil case.
Bail Terms and Court Directions
After reviewing the submissions, Magistrate Ndobi granted the accused a cash bail of Sh100,000 with two contact persons. The case will be mentioned later this month for further directions.
Land fraud cases have become increasingly common in Nairobi, prompting calls for tighter measures to safeguard ownership records at the Ministry of Lands and Physical Planning.
