Former Cabinet Secretary Raphael Tuju has alleged that police officers and unidentified individuals have unlawfully occupied his contested business premises in Karen, escalating claims of intimidation and surveillance.
Claims of Illegal Occupation
Speaking during a press briefing outside the property, Tuju said police vehicles had been stationed at the premises, alongside individuals he described as strangers.
“As you can see behind me are police vehicles. There are strangers in this place, I don’t know what they’re trying to enforce,” he said.
He insisted the occupation was being carried out without a court order.
“This place is not a parastatal, it’s not public land… What we are seeing is a display of power with no legal order,” Tuju added.
Questions Over Authority
Tuju claimed officers at the scene told him they were acting on “orders from above,” but did not clarify under whose authority.
“I don’t know under whose power they are acting. They’re saying orders from above,” he said.
Names Senior Officials
The former CS went further to name Fred Ojiambo and Amin Mohamed as individuals he alleges were linked to vehicles trailing him.
He questioned why investigators had not interrogated Ojiambo despite a complaint he says he filed in January.
Surveillance and Intimidation Claims
Tuju also alleged that he has been under surveillance, citing an incident on March 21, 2026, when a vehicle without number plates reportedly trailed him.
He further claimed that some police vehicles involved in what he described as a night operation also lacked registration plates.
Allegations Involving Investigative Agencies
Referencing a supposed sting operation by the Ethics and Anti-Corruption Commission, Tuju claimed four individuals were arrested, with one later contacting him in what he termed an attempt at intimidation.
He also questioned why the Directorate of Criminal Investigations had not pursued certain aspects of the case.
Associate’s Arrest Raises Concerns
Tuju further alleged that his associate, Steve Mwanga, had been arrested and denied police bond, which he claims is part of efforts to intimidate him.
Political Undertones
The former CS also raised questions about how William Ruto obtained a title deed he claims was referenced in remarks by Oburu Odinga.
Ongoing Dispute
The claims come amid an ongoing dispute over the ownership of the Karen property, with Tuju maintaining that the premises are privately owned and not subject to state control.
Authorities are yet to respond publicly to the allegations.
